Legalized Fraud: BASELINE BUDGETING

FROM THE AUGUST ISSUE OF THE WCTP NEWSLETTER:

The American people were the big losers in the recent debt ceiling scam perpetrated by the Washington elitists who truly believe that the citizens of this country are simpletons unable to absorb pertinent facts and reach a logical conclusion. Frankly, their ‘compromise’ deal fixed NOTHING and WE KNOW IT! The almost-immediate S&P credit downgrade proved us right!

The ‘right’ touted the debt compromise as the ‘best they could do’ since they only control the U.S. House while the left controls the Senate, the Presidency and the forth wing of liberal government, the media. The left, on the other hand, spewed a headache-inducing rant calling for increased taxes coupled with the status quo in Social Security and Medicare spending along with their promise to punish the evil rich and their evil corporations.

Despite the right’s promise that they achieved ‘cuts that equal more than the debt ceiling increase’, they actually got nothing. Why? Because the 900-pound gorilla remains in the room and it continues to suffocate us.

What is the gorilla?

It is baseline budgeting and, until it is eliminated and replaced with zero baseline budgeting we will continue to dig our economic grave.

Baseline budgeting was born in the Congressional Budget Act of 1974. That legislation required the Office of Management and Budget (OMB) to prepare projections of federal spending for the upcoming fiscal year based on a continuation of the existing level of governmental services. It also required the newly established Congressional Budget Office to prepare five-year projections of budget authority, outlays, revenues, and the surplus or deficit.

Essentially, baseline budgeting is a budget projection of current services. The only change that has been made to this economic farce in the last two+ decades is that the projections are now made for 10 years rather than the original 5 years into the future.

Baseline budgeting assumes that every government agency needs to increase their budget 3-10% each year regardless of the amount of money actually needed by that agency the previous year. These spending increases are AUTOMATIC! An increase in spending is expected while there is nothing to reward fiscal responsibility. The process encourages waste and abuse by each government agency. It also allows our federal officials to spew propaganda to the American people by falsely claiming that budgets are being ‘cut’ when, in reality, they are simply not being raised or being raised by a smaller amount than originally projected.

In a recent monologue, radio personality Rush Limbaugh described baseline budgeting like this (full transcript):

Baseline budgeting is based on the presumption that every item in the budget will automatically increase between three and 10% depending on what the item is, every year, regardless what happened in the previous year. This is why, for example, at the end of the year the agriculture department starts advertising for food stamp applicants because they want their budget to increase. So they don’t look at the reality, and say, “You know what, we don’t need this much money in this department. We have more money than we need. We don’t have as many people needing food stamps as we have food stamps.” They don’t look at it and then cut back and tell the government, “You know what, you can cut us here.” They will go out and give away food stamps in order to make sure they get that three to 10% increase. But that three to 10% increase every year becomes the starting point for every budget negotiation.

So, for example, when Obama passes the stimulus bill, another trillion dollars effectively is added to the baseline. No consideration is given to whether or not the money was spent wisely, wasted effectively or whatever. It was just spent. And because it was spent, there must be an increase in that line item every year. The way this manifests itself in Washington, the best way I have ever found to illustrate this is to put yourself in the situation where you’re going to go buy a new car. You’ve looked at your budget, and you have decided that you can afford the monthly payment on a $40,000 car. So you go to the showrooms or you go to the Internet or you go wherever you look to buy a car, and you find a car you really love for $70,000 that the dealer tells you is on sale, that you can get it for 60.

So you and the family discuss it, and if you’re like Washington, what you do is you tell yourself, “You know what? Let’s get that $70,000 car that only costs 60, and we will save ourselves $10,000.” But you haven’t. You have spent $20,000 more than you originally allocated. You originally said you’re gonna buy a $40,000 car, then you find one you really like for 70, on sale for 60, you plop down the 60, which is 20 more than you wanted to spend, and tell yourself you saved ten. That’s how it works. That’s baseline budgeting. That is how a cut or a saving is actually an increase.

Therefore, the ‘tax increases’ constantly touted by the Democrats as the solution to our debt crisis would only add to the baseline budget in the year following their implementation – essentially increasing our debt in the long term. Remember, we do NOT have a revenue problem!

Baseline budgeting is legalized fraud and the taxpayers are the unsuspecting victims. For instance, a 3 percent increase in the budget of a program that was originally expecting an increase of 8 percent is still a budget increase – NOT A BUDGET CUT. However, under baseline budgeting, any increase less than the increase projected by the OMB is considered be a cut. Former CEO of Chrysler, Lee Iacocca, once stated that if the business world used baseline budgeting the way Congress does “they’d throw us in jail.”

A particularly favorite ploy of the left is the attempt to ‘get a rise’ from the uninformed public by issuing blatantly false statements indicating that the right is cutting funding for favorite programs when, in reality, the right has only suggested a cut in the growth rate of spending for these programs or agencies. “Draconian cut” is a favorite rhetorical rant and, unfortunately, it resonates with the ignorant or apathetic voting public.

Rush’s 7/27/11 monologue also describes the preposterous way our government budgetary agency would look at a freeze in government spending:

“One final thought to illustrate the absurdity of our baseline, and I’ll leave you alone. If Speaker Boehner –” now, listen to me very carefully, folks “– if Speaker Boehner were to propose that we simply freeze all government spending immediately, including mandatory and discretionary, meaning including the entitlements, if we just freeze everything and spend no more this year than we spent last year, the Congressional Budget Office would score that as a nine and a half trillion-dollar cut.”

In fact, the OMB has projected that the cumulative total of our automatic baseline increases for the next ten years is approximately $9.5 TRILLION. Therefore, if we cut $2.1 to 2.4 TRILLION from our debt over the next 10 years (the amount promised by the recent debt ‘compromise’), our debt will still increase by about $7.1 TRILLION over 10 years! The ‘compromise’ passed by our Congress and signed by the President last week didn’t do one thing to stop our massive spending because baseline budgeting still exists and there is nothing in this legislation to stop the automatic increases given to each agency year after year. As Rush also points out, the baseline budget for 2021 is already $5.7 TRILLION. Necessary or otherwise, it’s a done deal under our current budget system. The baseline budget for 2013 is $2 TRILLION more than 2012 budget even though not one of your representatives in Washington got together to discuss the merits of a single agency receiving the increase in spending – not one meeting to decide if a program was effective or if your money was being spent wisely. (You might want to keep in mind that these automatic increases in agency budgets are taking place while our government is telling seniors that there is no inflation and, therefore, there is no need to increase the amount of Social Security benefits they receive. So, why then, do agency budgets need to increase so dramatically?)

What can we do about this deceitful process?

We need to eliminate baseline budgeting IMMEDIATELY by passing legislation that will stop the automatic increase in federal spending each year. At least one such bill (HR920 Zero Baseline Budget Act of 2011) was introduced in the U.S. House in March of this year and currently has 34 co-sponsors. Unfortunately, neither Wilson County Representative (Diane Black or Jim Cooper) has signed on as co-sponsor. There may, however, be other such bills that we are unaware of which address the same issue. Any representative serious about achieving true fiscal reform, however, must support legislation of this type because, without it, we are on a fast train to financial ruin.

It is time to end the farce known as baseline budgeting. The budget of each federal program/agency should start at ZERO each year! Each agency/program should have to justify their current expenditures and thoroughly document their need for an increase. As long as we are federal debt, increases should be non-existent or, at least, very minimal. Instead, each agency should be cutting their budget year after year until fiscal responsibility is brought back to this government. A cut should be called a cut and a spending increase should be called a spending increase. The deliberate deceit must stop and it must stop now.

We urge you to contact the offices of Reps Diane Black and Jim Cooper as well as the offices of our two TN Senators, Alexander and Corker, to insist (politely, of course) that they support and pass a zero-baseline budget bill. We need to ensure that this will be an issue in the 2012 election so please pass on this information to your friends and family.

Whether you realize it or not, Congress put the federal government on fiscal auto-pilot in 1974. Since that time, we have all been foolish enough to believe that we were sending representatives to Washington to make a difference, to change things for the better. Unfortunately, we’ve been scammed because each representative that has gone to Washington since that time has issued well-crafted falsehoods in the form of press releases leading us to believe that they were getting tough on waste, fraud and abuse. They assured us that they were reigning-in out-of-control government. In reality, however, each of them knew – upon arriving in D.C. – that the system was profoundly broken yet almost none of them had the courage to stand up before the American people and tell the truth. Instead, they lined up behind the others who had come to Washington before them and did nothing to truly address the problems plaguing our government for fear of losing their high profile job. Most of our reps in Washington chose the path of least resistance and pretended to represent the unsuspecting citizens of this country. For this, we will ALL pay a heavy price.

Government’s “Deal”: NOT ACCEPTABLE

Friends and Neighbors,

The Capitol/White House plan does stop a tax hike. It does force congress to promise future spending cuts and it does force a future vote on both house and senate on a Balanced Budget Amendment. But, it does little to reduce size and scope of government and fails to address the deficit in any significant way. The leftists get more money to cripple the economy.

This is not acceptable. It offers no real solutions. Our unsustainable debt, incurred by uncontrollable spending of borrowed money to further the Socialist strategy aimed at destruction of free market capitalistic America must be significantly reduced now or our nation’s triple A credit rating will be lowered. The cuts being proposed by the Capital Hill/ White House are so tiny that it just guarantees a downgrade.

This plan does little to reduce size and scope of government and fails to address the deficit in any significant way.

We are at the brink of destruction. Stand Up, Stand Strong, and Stand United.

Please tell your Congressman/Senators to block the bill, and tell them you prefer solutions such as The Penny Plan. (see below) That would be a real start.

Here is a copy of the article from Newsmax.Com.

Rep. Connie Mack says the American people want a solution to the debt and deficit problem, not more “gimmicks and schemes,” so the Florida Republican cannot vote for a compromise that ensures continued skyrocketing debt.

“I don’t think the American people are looking for a deal or a compromise – they’re looking for a solution to the problem,” Mack said today on MSNBC’s “Morning Joe.” “And the problem we have is we have a deficit of about $1.5 trillion and debt at over $14 trillion. And with this plan moving forward, we ensure ourselves that we are going to have over $17 trillion in debt without solving the problem, which is cutting spending.”

Mack said that, although he cannot vote for the deal, he believes it will pass.

“I think that Speaker Boehner has done a great job of pushing this debate, bringing it back to the principles we believe in,” he said. “But at the end of the day, I can’t vote for something that is going to ensure that we are going to have over $17 trillion in debt without a real solution to cutting spending in Washington.

“The American people . . . they want a solution to the debt and deficit problem, not more gimmicks and schemes,” Mack said.

Host Joe Scarborough asked Connie Mack what kind of a deal he could accept.

“The deal I would vote for would cut 1 percent a year for six years, cap spending at 18 percent of GDP, [and] balance the budget in eight years,” Mack said, referring to the bill he introduced in the House, the One Percent Spending Reduction Act, also known as the “Penny Plan.”

“I haven’t heard anything over the last few weeks that I could support,” he continued. “Because at the end of the day, Joe – and what I think people are failing to see here – is the problem is the debt and the deficit, and we need to get real spending cuts now.

“And when people continue to do the gimmicks and play games, that’s what frustrates the American people.”

I emailed Congressman Diane Black (5th District) and told her that the Wilson Co. Tea Party was AGAINST the Capital/White House debt ceiling plan. We don’t want more debt. We can’t handle the debt that we have now, much less add another couple of two trillion to it. I old her it does little to address size and scope of government and the tiny amount of cuts that it does address won’t help our credit rating NOT to be lowered.
I also sent her this article from News Max.com. (I had sent her the Penny Plan last week as well.)

House has passed Cup, Cap, Balance … Now on to the Senate!

The House has passed HR2560 (Cut, Cap and Balance) and a companion bill will be considered in the Senate on Saturday (S1340).

From Tea Party Patriots:

McConnell Plan, Gang of Six Plan

The Senate will vote on Cut, Cap, and Balance on Saturday. In the meantime, there are 2 other plans we need to watch carefully and take action on: the McConnell plan and the Gang of Six plan. Both plans will raise the debt ceiling.

The McConnell plan does so without forcing any spending cuts at all and by allowing Congress to abdicate its duty to the President. Rep. Joe Walsh has written a letter objecting to this plan as have over 80 Congressmen who have co-signed the letter. He needs at least 121 to sign it.

The Gang of Six plan is still mostly bullet points and there is no supporting legislation for it yet. Here is Rep. Paul Ryan’s analysis of it so far.

We need you to take 3 actions today:

1. Call both of your Senators and tell them to vote NO on both the McConnell plan and the Gang of Six plan. In both offices, ask how the Senator intends to vote. If you cannot get through to the DC office, call one of the local offices in your state.

2. Call your Republican Congressman and ask whether the Congressman has co-signed Congressman Walsh’s letter yet. If not, ask when they intend to do so. If you cannot get through to the DC office, call one of the local offices in your state.

3. Report back to us at support@teapartypatriots.org and let us know how each Senator intends to vote and whether the Republican Congressmen will co-sign Congressman Walsh’s letter.

WE NEED YOUR HELP THIS WEEK!

According to Tea Party Patriots, the rumor is that the Republican Party in Washington is going to cave and raise the debt ceiling by $2 Trillion in exchange for approximately $2 Trillion in spending cuts OVER A TEN-YEAR PERIOD!

THIS IS NOT ACCEPTABLE!

Why? This is not acceptable because this Congress cannot make spending cut commitments for a future Congress! Therefore, it is likely that any cuts promised today will NEVER materialize! This same dirty scheme has been used repeatedly in the past as legislators have accepted tax increases in exchange for the promise of future spending reductions. However, in each instance, the tax increases (such as the elimination of tax ‘loopholes’) have been implemented first but the spending cuts never take place. The result is always higher debt as the additional revenue is wasted by an already out-of-control Congress. Keep in mind that we do NOT have revenue problem; we have a spending problem!

In addition, at the rate Congress and the President is currently spending, we anticipate that a new debt ceiling will be reached within 2 years. By then, we’ll be over $16 Trillion in debt and the crisis will have reached a catastrophic level.

(We also have reason to believe that many of the so-called ‘Tea Party’ Republican freshmen in Congress are also getting ready to cave on the debt ceiling negotiations and we need to ensure that they understand that they were elected to bring fiscal sanity back to Washington. Unfortunately, a scheme to cut spending ten years from now is anything but courageous nor will it do anything to stop this debt crisis.)

Unfortunately, the debt ceiling has become a joke. It has been raised ten times in the last ten years because Congress refuses to live within their means. Keep in mind that 40 cents of every dollar that Congress spends is borrowed money! We must stop spending money we don’t have and we must stop it now.

We also urge you not to jump on President Obama’s class warfare bandwagon and demand that tax loopholes be closed immediately! This is the first time in memory that an American President has vilified successful Americans and profitable corporations – the very basis of our free market system. Yes, we’d love to eliminate tax loopholes in exchange for a flatter, fairer tax code but that needs to be done as part of a comprehensive tax code overhaul. If the President is allowed to eliminate select ‘loopholes’ now, it will allow him to continue his ploy of picking the winners & losers in our society! It would also weaken our bargaining power in future tax code debates.

How can you help?

Join the Tea Party Patriots virtual rally this week! We’re going to ask you to burn down the phone lines to Congress and request that you post comments on the Facebook and Twitter pages of our representatives in Washington. New instructions will be posted daily at:

WE NEED YOUR HELP!!

FROM TPP: Why We Should NOT Raise the Debt Ceiling!!

FROM TEA PARTY PATRIOTS: ENOUGH IS ENOUGH! WHY WE SHOULD NOT RAISE THE DEBT CEILING

REASON #1: We absolutely will not default if we prioritize our spending.

President Obama and politicians of both parties in DC want us to believe that America will default on our obligations if we do not raise the debt ceiling again. They think that we don’t understand the situation well enough, so we should just allow them to do what they want to do. They believe that we are so naïve that we will believe them when they promise to make spending cuts… someday.

If their big reason for raising the debt ceiling is the claim that we will default, then we’ve got good news for the politicians!

• Tax revenues for this year are projected to be around $2.2 trillion.
• Interest payments for this year amount to approximately $300 billion.
• If we pay the interest first, that leaves us with about $1.9 trillion to spend on our most important priorities, and we avoid default.
• If we enact Senator Toomey’s Full Faith and Credit Act (S. 163) directing the Treasury to pay principal and interest on the debt held by the public before all other obligations it would ensure that the nation does not default.

Think of it this way: Your annual income is $44,000. Your annual interest payment on your debt is $6,000. This would leave you with $38,000. Now if you had been living beyond your means for a while it might be hard to go back to living on that $38,000. But you would make it work. That’s the difference between you and a bunch of spend-aholic politicians. You would cut out the unnecessary expenditures, the things you’d like but just can’t afford, and you would probably work to get out of debt.

If America defaults on her obligations, make no mistake about it… IT WOULD BE DELIBERATE.

Mr. Timothy Geithner, Treasury Secretary, says that we need to consider tax increases along with raising the debt ceiling. The truth is that the power to prioritize our spending is in his hands. It is no wonder that Mr. Geithner of all people would be the one to say that we must borrow more money to pay our debt obligations. He is no stranger to skipping out on paying his debt obligations. Mr. Geithner, this time it is not your money… this time it is the American people’s money!

Tell Congress that you want them to pass the Full Faith and Credit Act (S 163 in the Senate and HR 421 in the House) so that America’s credit doesn’t hang in the balance while politicians do their familiar dance with each other. The President, the Secretary of Treasury, and Congress all have the ability to secure our credit.

Our states prioritize their spending by applying the first portion of their revenue to their debt. The federal government can, and MUST, do the same.

REASON #2: If they raise it, they will spend it.

Politicians in both parties want us to see the concern in their eyes and hear the emotion in their voices as they speak of an “unsustainable path” of spending that we are on. Unfortunately for them, we know the difference between words and actions. And we know, from experience, that if they get their hands on more money, they will spend it. Therefore, if we raise the debt ceiling by $2 trillion, as they want to do, all we can say for sure is that we will be $16.3 trillion in debt instead of $14.3 trillion. How exactly does that remove us from the unsustainable path?

• The debt ceiling has been raised 10 times in 11 years. In fact, since Congress enacted the first debt limit, they have never failed to raise it.
• Since World War II, government spending, on average, accounted for around one-fifth, or 19.6 percent, of GDP. Today, federal spending accounts for over one quarter, or 25 percent, of GDP. (Note: The Federal Government currently takes in revenue equivalent to only 40% of their spending.)
• The national debt in 2006 stood at approximately $8.5 trillion. The debt is now over $14 trillion.(It’s actually over $100 trillion if we count unfunded liabilities.)

The federal government spends over $114,000 per second. The median household annual income is approximately $49,777. Think about this. If your annual family income were $50,000, you would spend about one-sixth of one cent per second. It would take your family around six seconds to spend one penny! In the same time it takes your family to spend one measly cent, the federal government will spend over $700,000. And in the politicians’ eyes, it is your family that should fork over even more money every year.
(Just for fun, how much do the “wealthy” spend per second? You know, those greedy people that need to “pay their fair share” that earn $250,000 annually? Yeah, they spend four-fifths of one penny per second – not even one whole cent per second. And keep in mind that most families don’t even spend their entire salaries. Our estimations don’t take into account taxes or money not spent due to savings and retirement accounts, etc. So our numbers here only reflect a hypothetical family that could spend every penny they earn.)

Doesn’t this make you wonder what they’re spending all that money on? Wouldn’t you like to know if all of that spending is legitimate? When the government spends $699,999.99 more than your family every six seconds, you have a right to ask questions and to know if they are spending your family’s money wisely. And you most definitely have the right to demand that the spending spree be stopped. NOW.

REASON #3: We’ve been warned to stop the reckless spending.

The spending addicts in Washington DC would have you believe that our debt is unconnected to spending. They would like you to think that with some fancy pledges and gimmicks they can control the debt and keep it from spiraling into oblivion. They want you to ignore that overspending is the driver behind the debt.

Why would they want you to believe this? Because if you do, then they can continue to spend, spend, spend, spend. Sadly, most of our elected officials care more about their own power than the fate of this nation. In fact, a CBS poll recently found that 80% of Americans believe that members of Congress work to satisfy special interests rather than their constituents.

The reason so many Americans feel this way is because the politicians’ actions leave no room for any other possibility. And American constituents are not the only ones that have come to this conclusion.

• Moody’s and Standard & Poor’s have warned us that our credit rating will be downgraded if we do not control our debt.
• If the nation’s credit rating goes down, borrowing money becomes more expensive, making our existing debt crisis even worse.
• China issued a statement, as our primary lender, saying that the US must rein in spending now, or will likely face abrupt and severe austerity measures.

Here’s a doozy of a fact that no one in DC is acknowledging:

When the abnormally low interest rates normalize (i.e. increase to normal rates), our annual interest expenses will skyrocket – making mincemeat out of any budget deal brokered today! Right now the average cost of borrowing for our Treasury Department is 2.5 percent, while the average over the last couple of decades was 5.7 percent! (Please read the article linked above in its entirety.)

Now get this – Our interest expenses, over ten years, will jump to $4.9 trillion once interest rates “normalize,” and the Republicans are “pledging” a decrease of $2 trillion in spending over ten years… so that $2 trillion in savings will be swamped by $4.9 trillion in new interest expenses!

NO DEAL.

We are now at the point where the entities that lend money to us are starting to get nervous because they can see the writing on the wall. The politicians try to scare the American people by using rhetoric like “draconian cuts,” but imagine how “draconian” the cuts will be when our creditors decide suddenly to stop lending us money. Forty cents of every federal dollar is borrowed. Either we cut spending our way, or our creditors will force us to do it their way. Which way do you prefer?

HB1784 – State & Local Govt. SubCommittee Doesn’t Support Constitution

On 4/14, The Republican Chairman of the State & Local Government Subcommittee, Bob Ramsey, made a motion to delay HB1784 and Democrat Mike Turner rolled it to July 2012 – effectively killing the bill in the House.

HB1784 and its Senate companion bill, SB1091 were filed in response to a request by the WCTP to add requirements that candidates submit additional documents before having their name placed on a ballot to ensure that they are qualified based on the qualifications for office outlined in the U.S. and State Constitutions. Shortly after Rep. Linda Elam began presenting the bill, Chairman Bob Ramsey interrupted her and asked for a motion on the bill. She was not allowed to complete her presentation. The bill was immediately called a ‘birther bill’ which it is NOT! Republican Rep. Gerald McCormick then proceeded to act in a very unprofessional manner by attempting to paint this as an anti-Obama bill (although Mr. McCormick was a co-sponsor of the bill!). It appears that Rep. McCormick is unfamiliar with the provisions in both the U.S. and State Constitutions which specifically outline the requirements for all major offices (President, U.S. Senator & Rep and State Senator & Rep). Even more insulting to the voters of TN is the fact that Democrat Rep. Larry Miller stated that he didn’t feel that he, as an incumbent, should have to prove his citizenship since he had been in the General Assembly for 19 years (that’s part of the problem!) and Rep. Miller was also very concerned that this was an anti-illegal immigrant bill! (NO KIDDING!)

It is important to point out that the TN Secretary of State outlines the qualifications for office on the state government website (here) but our State Reps do not feel that there is a need to follow this provision of the U.S. and State Constitutions!

Evidentially, most members of this subcommittee didn’t feel that following the Constitution is very important. However, we would like to thank those Representatives who sponsored the bill (Linda Elam, Mark Pody, Jimmy Eldridge, Julia Hurley, Kevin Brooks, Vance Dennis) as well as Mae Beavers who sponsored the Senate bill.

(See the unprofessional performance by Rep. Gerald McCormick here as well as the arrogance of Rep. Larry Miller. Scroll down to the bill number HB1784 on the left side of the screen and click on it to play the subcommittee meeting.)

We urge you to write emails to these Reps and let them know what you think about their behavior on this bill and their lack of adherence to the Constitution!

Protecting Tennesseans Against Terrorism – SB1028/HB1353

You may have heard about the recent controversy surrounding a newly proposed piece of state legislation that aims to provide a proactive/preventative response to the increased incidence of homegrown terrorism. SB1028/HB1353 (Material Support to Designated Entities Act) became the center of controversy recently when Liberal-Progressive media outlets (such as the Tennessean) and pro-Sharia groups such as the Council on American-Islamic Relations (CAIR) (Article) provided blatant misinformation to readers and followers by labeling the bill as an attempt to outlaw Sharia law and, thus, restrict freedom of religion.

In truth, however, the original bill NEVER outlawed Sharia, made it illegal to be a Muslim in Tennessee or sought to outlaw any peaceful religious practices such as footwashing or praying. The bill’s intent, instead, has always been to enhance previously enacted legislation by imposing criminal and/or civil penalties on those who would try and provide “material support” (as defined in the bill) to others who might be planning a terrorist act. In other words, the bill provides state and local law enforcement agencies with the tools they need to enable them to intervene against those who plan, finance and assist others who commit acts of terrorism before they occur. (The bill mirrors the federal Material Support law which has been upheld by the U.S. Supreme Court as constitutional.)

Brigitte Gabriel, President of ACT! For America recently spoke out against CAIR’s rebuke of SB1028/HB1353:

“Yet again CAIR has willfully misled the American public about tools that will allow law enforcement in Tennessee to decisively act before acts of terrorism are committed, instead of having to pick up the pieces later. The bills purposefully mirror federal laws in targeting those who plan, finance and support others who commit acts of terrorism, but they expressly protect the peaceful practice of Islam by its adherents.

“Contrary to CAIR’s misinformation and fear-mongering, the bills address those individuals who knowingly adhere to Sharia and its doctrine of Jihad to commit acts of terrorism. CAIR’s repeated defense of Sharia law—which allows for terrorism in the name of jihad—is reprehensible.”

In an attempt to settle the misdirected criticism of their intentions and often contentious debate, Senator Ketron and Rep. Matheny, in conjunction with the Legislature’s Office of Legal Services, will be offering an amendment which actually rewrites the original bill resulting in much stronger and more focused legislation which EVERY American (including those who claim that their religion has been hijacked by extremists) can support. The amendment also shores any questions about the soundness of the legislation from a constitutional prospective – a very important aspect for any bill.

The Wilson County Tea Party has learned from a knowledgeable source that this bill has been made more politically correct IN WORDING ONLY and, in fact, has been strengthened rather than weakened by the change. (This legislation will work in conjunction with the ‘No International Law’ bill which was passed last year.)

As a result of this information and despite the fact that we are likely three weeks out from final debate and passage of this bill, we urge you to begin taking the following action to ensure swift passage:

STEP ONE:

Contact the following legislators via phone and email and tell them to support the “Material Support to Designated Entities Act as amended:

Senate Contacts: Doug Overby, Stacy Campfield and Brian Kelsey, Tim Barnes (Senate Bill 1028) (CONTACT INFO HERE)

House Contacts: Jim Coley, Jon Lundberg, Linda Elam, Ryan Williams (House Bill 1353) (CONTACT INFO HERE)

We are focusing on Republicans first, with the exception of Barnes, who understands the importance of this legislation.

STEP TWO:

Contact Governor Bill Haslam and tell him to support the bill.

We also encourage everyone to send a short note of thanks and support to both Sen. Ketron and Rep. Matheny, as well as the other legislators (listed below) who have signed on to co-sponsor this important bill. As many of you are acutely aware, this bill reflects one of the very legitimate responsibilities of our government and we appreciate legislators who take this responsibility seriously. It is likewise important to remind Governor Haslam that we expect to see his support of this important initiative.

Senators: Beavers, Gresham, Tracy
Representatives: Carr, Dean, Dennis, Faison, Gotto, Holt, Hurley, Powers, Rich, Shipley, Todd, Watson, Weaver, White, Wirgau, Womick

Please get involved to ensure the safety of our citizens and our beloved country!

URGENT UPDATE ON HB130 – Legislation to end collective bargaining for teachers

According to a recent email distribution by TTP, we believe that the following TN State Reps are still ‘on the fence’ regarding their vote for HB130 in its original form. As you know, HB130 is the legislation which proposes to end collective bargaining for teachers resulting in stronger schools and more efficient use of taxpayer dollars! WE FULLY SUPPORT THIS BILL IN ITS ORIGINAL FORM! Unions do not work in the best interest of students or taxpayers and, as explained in our March WCTP Newsletter, the TEA supports an agenda that could only be described as Socialist-leaning!

We urge you to contact the following ‘weak-kneed’ State Legislators and let them know that you expect them to stand up for students, taxpayers and THOSE WHO VOTED THEM INTO OFFICE by voting FOR HB130 IN ITS ORIGINAL FORM! Are State House Republicans Going to Kill the Immigration Enforcement Bills?

Another note from Sherrie Orange:

The immigration-enforcement bills may not make it through committee unless people call these committee members immediately. According to Rep. Curry Todd, the House State and Local Government Committee chairman, the committee is getting hundreds of calls telling them to vote no and kill the bills! Our side, the immigration-control side, is not calling! That’s what the committee says.

The subcommittee chairman, Rep. Bob Ramsey, a Republican, is probably going to vote no on the bills. Several other members will vote against them, too, the way things look now. We need all the pressure we can apply to this committee, or we will lose on this issue. If you love our country, you will lift a finger to email or dial the phone and let these legislators know how you feel. Do nothing and suffer the consequences.

Call these committee members immediately and before next Wednesday, March 23, and tell them vote yes on Rep. Joe Carr’s immigration-enforcement bills, HB1378, HB1379, HB1380.

Say all the bill numbers, HB 1378, HB 1379, HB 1380, and that you want the legislator to advance the bills out of the State and Local Government Committee without weakening them. Tell them to vote yes! Don’t call on Friday or the weekend. Call all of them.

Don’t go for the “stinkin…thinkin” that someone else can do it. That is why we are in the mess we are in.

IMPORTANT: Status of HB130 – Collective Bargaining

Important note from Sherrie:

Please note that the full committee on Education in HHR16 will hear HB130 next Tuesday March 22nd at 12PM.
It unclear how this will play out since the subcommittee passed it with an amendment that does not do what the original bill said. We must do away with collective bargaining in public schools.

It looks like the Republican leadership compromised trying to appease the unions and/or RINOs. .

If passed with the amendment it will have to be reconciled with SB113 that passed with its original intent of doing away with collective bargaining with public schools.

We hear the Senate side is remaining resolved in its firm conviction that the senate language of the bill must remain.

We need to show our house legislators we are remaining firm on our principles. There will be no compromise from the tea parties.

The full committee can strip the amendment. PLEASE call the full committee and tell them you want SB130 passed in its original form. In particular, call Debra Maggart (615) 741-3893. Also call Governor Haslam (615) 741-2001 and House leader Beth Harwell (615) 741-0709. Tell them compromise is wrong. We elected these people to lead..no more extending hand across the aisle…That is why we are in the mess we are in, now!
